When is a pedestrian plan required?

Whenever the footpath, crossing or shop frontage is blocked or narrowed. Inner-Sydney and retail-frontage sites are checked closely by council.

Can we just close the footpath?

Only with a defined alternative route, signage and barriers. TS 05492:1.0 TCAWS requires a clear path for pedestrians, including prams and mobility users.

Is this separate from a TGS?

It can sit inside the TGS or CTMP. If the main risk is people on the footpath, a clear pedestrian layout is what gets the condition signed off.

What should I send to start?

Suburb, whether the footpath will be closed or narrowed, and photos of both approaches. That is usually enough to quote.
