Whenever the footpath, crossing or shop frontage is blocked or narrowed. Inner-Sydney, Civic, Braddon, Kingston and other retail-frontage sites are checked closely.
Only with a defined alternative route, signage and barriers. Pedestrians, including prams and mobility users, need a clear path.
It can sit inside the TGS, CTMP or ACT TMP. If the main risk is people on the footpath, a clear pedestrian layout is what gets the condition signed off.
